Turnbull concedes tax reform approach fuelled opposition attacks

The Government has been criticised for allowing tax cuts to fuel attacks on the Government, but Finance Minister Mathias Cormann has vowed to remain focused on delivering reforms on tax and spending.
Key points: The ABC has identified two-thirds of tax cuts that have gone before Labor and Turnbull in the last 18 months
Most tax cuts had been on the lower end of what was typically claimed tax break
But some of the tax cuts were on the upper end of what the Government claimed they would be
Opposition senator Nick Xenophon called for Treasurer Wayne Swan to resign today over the ABC's report, arguing that the Government was to blame.
Senator Xenophon has been demanding the ABC interview Senator Cormann, who was named in the report.
Speaking on ABC radio today, he called on Senator Cormann to resign and called for Senator Swan's leadership to be challenged.
"Senator Cormann should resign from cabinet," he said.
"We believe it is absolutely fundamental for our Government not to have any involvement in the Federal Government's decisions on tax, including when it comes to tax cuts, because I don't know whether there is any doubt that they are the main cause of all the negativity that we've been seeing over the last 24 hours.
"We've not heard back from Senator Cormann. He should be the last minister not to answer questions."
Senator Xenophon said the Government should follow the Prime Minister's leadership on tax, saying, "we don't want anyone else in leadership that isn't credible in that regard."
Opposition treasurer Peter Costello said Labor would not accept Labor's partyroom agreement for tax cuts, saying it was the Treasurer's job to make decisions that would benefit the Australian people, particularly in budget time.
Labor's finance spokesman Wayne Swan said he believed the Government was aware of the ABC report.
"I think the Government acknowledges the ABC's reporting, I think they take that into account," he said.
"They agree that it's important not to run with any political agenda.
"They also take it very seriously, we look at the ABC's report very carefully, our response will be to deal with that further."
Mr Swan said the Government was "pleased to have received support from the ABC and others who follow our politics".
Labor frontbencher Stephen Conroy told reporters on Parliament House this morning the Government would not accept Labor's partyroom agreement.
"I think the Treasurer has his responsibility to deliver these reforms," Mr Conroy said.
He said the Prime Minister would also deliver on his promise of a flat tax rate of 15 per cent on incomes over $150,00

Wildlife parks join devil breeding program as'red flag' for state, officials say
SAN ANTONIO -- A new state bill would create rules to prohibit some Texas devil culls and set up a new program of red-flagged red-tailed hawks culling wild populations of feral mink.
The legislation, introduced Wednesday by Sen. Donna Campbell, R-Dallas, is part of a statewide effort to reduce populations of the marsupials. It's a reaction to recent cases of dead mink, including the death of a 4-year-old boy in New Braunfels who also died of the disease.
The legislation also would create new wildlife parks with a dedicated section dedicated to red-tailed hawks and use money from those parks for conservation programs and monitoring.
The legislation is modeled after the National Fish and Wildlife Foundation's Red-Tailed Hawk Conservation and Red-Tailed Hawk Control Program in Texas. The foundation is charged with monitoring the population of Red-tailed Hawks in and around Red River Gorge State Park. That program was disbanded during the height of the Florida wild-cat disease epidemic in 2008.
"We're dealing with a problem here. The problem is the numbers," Campbell said during an editorial board meeting last week. "There are red-tailed hawks around Red River Gorge State Park. There are red-tailed hawks in other parts of Texas. It's not a joke. It's really a concern for the public."
Campbell was able to introduce the legislation on Wednesday during an afternoon hearing of the Senate Environment Committee.
"This is the first thing that you will likely hear from the Governor when he is out of office next January," the senator said.
The Senate vote came about two weeks after Texas lawmakers announced they were reauthorizing $2.5 million worth of state grants to keep the state's red-tailed hawks in check while the wild population reaches a critical inflection point. There are already fewer than 50 hawks left.
The Red-Tailed Hawk Conservation and Red-Tailed Hawk Control Program, which has focused almost exclusively on preventing the wild population from expanding, received $1.1 million in new state funding through the 2015-16 fiscal year.

The Red-Tailed Hawk Conservation and Red-Tailed Hawk Control Program program has been on a waiting list for more than a decade, with at least 18 such applications submitted since 2000, according to its website.
